Review note, 24 September 2026: Auckland Council's current site and bylaw pages could not be reopened. The local conditions below are from the 13 September source check, not a new confirmation that the site is open. Check the council's Hibiscus and Bays page and signs before arrival.

Freedom camping at Gulf Harbour is allowed in the designated area at Gulf Harbour Marina Hammerhead Reserve, which Auckland Council lists as a restricted area. A maximum of 10 certified self-contained vehicles can stay overnight, and you must use one of the marked spaces in the designated parking area. You can stay a maximum of two nights, must vacate your space by 9am on the third day, and can stay no more than two nights in any four-week period.

Since 7 June 2026, only green-warrant certification is recognised where self-containment is required. These are site rules under Auckland Council's Freedom Camping in Vehicles Bylaw 2022, and they sit on top of Auckland's general rules. For what counts as a certified self-contained vehicle, see our national freedom camping guide.

Where the site is

Auckland Council's Hibiscus and Bays freedom camping page lists the restricted area as Gulf Harbour Marina Hammerhead Reserve, 40 Gulf Harbour Drive. The council's park page for the reserve gives the address as 1346 Laurie Southwick Parade. It says the reserve sits at the end of that road, next to the Gulf Harbour ferry terminal and marina, with beach access.

The earlier park listing described facilities in the vicinity, not guaranteed access for overnight campers. Arrive self-sufficient; do not assume marina toilets, showers or drinking water are available to you.

The rules at Hammerhead Reserve

To stay overnight in the designated area, you must, at the time of checking:

  • use a certified self-contained vehicle at all times
  • park in one of the marked spaces in the designated parking area
  • stay a maximum of two nights
  • vacate your parking space by 9am on the third day
  • stay no more than two nights in a four-week consecutive period.

Here's how that compares with Auckland's general freedom camping rules:

Gulf Harbour Marina Hammerhead Reserve Auckland general rule
Vehicle Certified self-contained Certified self-contained
Where to park Marked spaces in the designated area only Most council-controlled roads and parking areas, unless prohibited
Vehicles overnight Maximum of 10 Caps apply only in restricted areas
Nights per stay Two Two
Leave by 9am on the third day 9am on the day you leave
Coming back No more than two nights in four weeks Not within two weeks

The four-week limit is the one that catches people out. If you stayed two nights earlier in the month, you can't come back for another two nights until four weeks have passed.

Auckland-wide rules that still apply

Auckland Council's general rules apply at Gulf Harbour too:

  • No tents. Use a designated campground for a tent; this vehicle-only camping area is not a tent site.
  • Waste. You must dispose of toilet waste and grey water properly. The council points campers to the CamperMate and Camping NZ apps to find dump stations.
  • Behaviour. Parking, litter, noise, fire and dog rules apply to everyone. The council's park page says it's illegal to light open fires in public areas in the Auckland region. It also says dogs must be on a leash in council parks unless the park's dog walking rules say otherwise, and all council parks are smokefree.

If you break the rules, the council can issue a fine of up to $800. That includes not following the special rules for a restricted area.

If the spaces are full

With only 10 marked spaces, the site can fill up. If the marked spaces are full, you can't simply park elsewhere in the reserve, so have a bookable backup such as a regional park or holiday park. Freedom camping isn't allowed on council reserves unless an area has been set aside for it, and you can only camp in a regional park if you've booked. In Hibiscus and Bays, the council also lists Metro Park East in Silverdale as a prohibited area.

Check the council booking pages for Shakespear CSC parking or Te Haruhi Bay campground. Confirm vehicle suitability, gate access, current fees and availability directly. Earlier price and winter-capacity figures are not repeated as current offers.

Our campsite comparison and packing list help with the alternative plan. For more options across the region, see our Auckland freedom camping guide.

Before you go

  • Check your vehicle's self-containment certification is current and on display.
  • Count back four weeks. If you've already had two nights here, pick somewhere else.
  • Arrive with room in your waste tanks, and know where you'll empty them.
  • Park only in a marked space, and have a booked backup in case all 10 are taken.
  • Plan to be gone by 9am on the third day.
  • Look for signs on arrival, and confirm the current rules with Auckland Council before you go.

Frequently asked questions

Is freedom camping allowed at Gulf Harbour?

Yes, but only in the designated area at Gulf Harbour Marina Hammerhead Reserve. Auckland Council lists it as a restricted area: up to 10 certified self-contained vehicles can stay overnight in the marked spaces.

How long can I stay at Gulf Harbour?

A maximum of two nights. You must vacate your space by 9am on the third day, and you can stay no more than two nights in a four-week period. That's stricter than Auckland's general rule, which only stops you returning to the same area for two weeks.

Can I stay at Gulf Harbour in a tent or a van that isn't self-contained?

No. The site rules require a certified self-contained vehicle at all times, and this designated vehicle area is not a tent campsite. You'll need a campground instead, such as a regional park campground or one of the council's holiday parks.

What happens if the 10 spaces at Gulf Harbour are full?

You need to go somewhere else. The rules say to use one of the marked spaces, and freedom camping isn't allowed on council reserves outside designated areas. The Shakespear CSC parking area at Shakespear Regional Park is a bookable option for self-contained vehicles, or you can book a campground or holiday park.
