On Rotorua Lakes Council parks and reserves, use only the camping areas shown on the council's map. Freedom camping is not permitted on its other parks or neighbourhood recreation reserves. There are six council sites. Three are free and only for certified self-contained campervans and motorhomes, and three are paid lake reserves that also take non-self-contained vehicles. Every site has a two-night limit per calendar month.
This page covers Rotorua's council sites. For how self-containment certification works, see our New Zealand freedom camping guide.
Rotorua freedom camping sites
Every council site has a maximum stay of two consecutive nights per calendar month, and none of them can be booked. The council says spaces are limited and work on a first come, first served basis. The council's published fees and facilities below were checked on 24 September 2026. Check its live site list and on-site notices before arrival:
| Site | Cost per night | Who can stay | Spaces | Facilities listed by council |
|---|---|---|---|---|
| Government Gardens Motorhome and Campervan Parking Area, Hinemoa Street (opposite Polynesian Spa) | Free | Self-contained only, no tents | 17 | No toilets, showers or water |
| Hamurana Reserve, Lake Rotorua | Free | Self-contained only, no tents | 10 | Public toilets, drinkable tap water, food preparation area (no hot water) |
| Trout Pool Reserve, Okere Falls | Free | Self-contained only, no tents | 5 | Composting toilet, no drinking water |
| Boyes Beach, Lake Ōkāreka | $20 adult, $10 child, under 5 free | Self-contained and non-self-contained vehicles in the designated area, no tents | Not stated | Toilets, paid showers ($2), dishwashing, barbecue, playground |
| Lake Ōkaro Reserve | $10 adult, $5 child, under 5 free | Self-contained and non-self-contained vehicles, tents allowed | Not stated | Composting toilet, barbecue, boat ramp, tap water (boil for 3 minutes) |
| Guy Roe Reserve, Lake Rerewhakaaitu | $10 adult, $5 child, under 5 free | Self-contained and non-self-contained vehicles, tents allowed | Not stated | Composting toilets, picnic tables, boat ramp, tap water (boil for 3 minutes) |
The three free sites, Government Gardens, Hamurana Reserve and Trout Pool Reserve, are for certified self-contained campervans and motorhomes only. No site allows fires or fireworks.
Tents and non-self-contained vehicles
Tents are only allowed at the paid Lake Ōkaro and Guy Roe reserves, which also take non-self-contained vehicles. Boyes Beach takes non-self-contained vehicles too, but not tents. So if your campervan or motorhome isn't certified self-contained, the three paid reserves are your council options, and tent campers are limited to Ōkaro and Guy Roe. Otherwise, look at holiday parks or DOC campsites.
Paying at the paid sites
- Boyes Beach: pay by internet banking (details at the site), through Penny (formerly KiwiCash), or by Eftpos to the manager.
- Lake Ōkaro and Guy Roe: pay through the secure payment link at rotoruanz.com/pay, where you'll need your vehicle registration and the site name, or through Penny.
Dogs
Dogs are not allowed at the three free sites. At the paid sites:
- Boyes Beach: dogs are allowed, but from 15 December to 1 March inclusive they're not allowed on the reserve between 9am and 7pm.
- Lake Ōkaro: dogs are allowed except on the walkway and in the barbecue area, and must be under control.
- Guy Roe: dogs are allowed except in the barbecue area, and must be under control.
Self-containment rules
Since 7 June 2026, only green-warrant certification is recognised where a vehicle must be certified self-contained. A blue warrant or a self-contained sticker is not sufficient. Check the actual vehicle's current certificate and displayed warrant before hiring it; the certification regulator explains the requirements, including a fixed toilet.
That does not remove the paid sites' separately stated permission for non-self-contained vehicles. Match your setup to the site table, not just to a general banner about self-containment.
Dump stations and rubbish
Campervan wastewater tanks and cassettes can be emptied for free, 24 hours a day, at the Wastewater Treatment Plant on Te Ngae Road and at Gull Ngongotahā. Don't empty wastewater into the composting toilets at Trout Pool or Lake Ōkaro.
Take your rubbish with you. The council lists the Rotorua Landfill, the Rotorua Recycling Centre and rural transfer stations for rubbish and recycling.
To report illegal camping, call the council on 07 348 4199 (24/7). Use 111 for an emergency.
Before you go
- Check your self-containment warrant is current if you plan to use Government Gardens, Hamurana or Trout Pool.
- Have a backup, since sites are first come, first served and Trout Pool only has room for five vehicles.
- Carry drinking water for Government Gardens and Trout Pool, and be ready to boil tap water at Ōkaro and Guy Roe.
- Keep track of your nights: two consecutive nights per calendar month is the limit at every site.
- Have your vehicle registration handy if you're paying online at Ōkaro or Guy Roe.
- Leave the dog at home if you're using a free site.
- Rules and fees change, so confirm with Rotorua Lakes Council before you go.
For a campground comparison, use choosing a campsite. Prepare water containers and overnight essentials with the packing list, then continue to the separate Taupō rules if travelling south.
